The provision of national labour market services in Estonia is organised by the
Estonian Unemployment Insurance Fund on the basis of the
Labour Market Services and Benefits Act. Companies (hereafter referred to as private employment agencies) also have the right to offer certain services provided they are registered as a providers of labour market services in the register of economic activities.

Those companies registered in the register of economic activities can be viewed on the website http://mtr.mkm.ee by clicking on "Otsingud → Registreeringu otsing" from the menu on the left-hand side of the front page and then choosing "Tööturuteenuse osutamine" from the "Tegevusala" menu.
As of July 1, 2009 legal persons in private law who are registered as temporary work agencies with the register of economic activities are authorized to provide temporary work agency service. The list of registered undertakings is available at

Temporary agency work is a form of employment if the employer and the employee agree that the employee does work in compliance with a third party’s (user undertaking) instructions and supervision. Yet, the employment contract is concluded between the employer and the employee.
