How to register as a provider of labour market services

Before submitting your application you must transfer the state fee of 19,17 euros to the bank account of the Ministry of Finance:

How to submit your application

Application forms for registration can be submitted to the Ministry of Social Affairs:

  1. by post, addressed to Gonsiori 29, 15027 Tallinn; or 
  2. by e-mail, addressed to info@sm.ee (please note: your application must be digitally signed); or
  3. via the business operators’ portal of the register of economic activities at http://mtr.mkm.ee.

How to complete your application:

  1. In the ‘registry code’ field, add the commercial registry code of your company or legal entity. In the case of self-employed people and sole proprietors, if you do not have a commercial registry code, add your personal identification code, or if you do not have a personal identification code, add your date of birth (day, month, year).
  2. Mark the type of labour market service you wish to provide and, if you wish, add brief details providing more information about the service.
  3. Sign the application to show that you have familiarised yourself with the Labour Market Services and Benefits Act, which states that only employers or other private companies or legal entities or sole proprietors may be charged fees for employment mediation.
  4. The state fee for registration as a provider of labour market services is 19,17 euros. Mark the date of payment of the state fee. You must pay this fee before you submit your application.
  5. The authorised individual then signs the application. In the case of companies and other legal entities, a member of the management board or an authorised representative (on the basis of a power of attorney) must do this.

Applicants can withdraw their applications before their entry is made in the register. If you withdraw your application the state fee will not be refunded. Registration of applications which are completed as required and in which all of the information is correct will be processed within 5 working days from the date of receipt of the application, or within 5 days of the date of rectification of any shortcomings in the application. If an application is not completed as required the Ministry of Social Affairs will set a deadline by which the shortcomings must be rectified. Notification of the need to rectify shortcomings and the deadline for doing so will be sent by post or to the e-mail address marked on the application. If shortcomings are not rectified by the deadline, the Ministry of Social Affairs will reject the application. A letter to this effect is then sent to the applicant by registered post or to the e-mail address marked in the application or delivered to the applicant against signature on the working day following the day on which the application was rejected.

If you are registered you will be issued with a labour market service provider registration number. Service providers are not informed of their registration. Anyone can check a company’s registry details on the website of the register of economic activities at http://www.mkm.ee/mtr.
